GreenLine Technologies Inc. is working with the Government of the Central African Republic to advance a strategic framework for the rehabilitation and transformation of SOCATEL, the country's national telecommunications operator.
The proposed programme is intended to modernize SOCATEL's telecommunications and digital-infrastructure activities, expand national and regional fibre connectivity, develop carrier-neutral wholesale capacity and strengthen the country's digital foundation.

The parties are progressing through feasibility, technical and commercial assessment, asset appraisal, governmental review and public-private partnership structuring. The final scope, ownership, financing structure and implementation obligations remain subject to the required approvals and definitive agreements.
GreenLine's objective is to bring together government stakeholders, telecommunications operators, engineering partners and institutional capital to create a commercially sustainable, open-access infrastructure platform serving the Central African Republic and the wider region. .

The signing of the Memorandum of Understanding marks a turning point not only for SOCATEL but for CAR’s digital future. The agreement lays the foundation for building a national digital hub at the heart of Africa, complete with a new Tier 3 data center and a modern connectivity ecosystem designed to propel the nation into a new era of growth.
