In a historic step toward transforming the digital landscape of the Central African Republic (CAR), Greenline Technologies Inc. has been awarded the mandate to privatize, revitalize, and transform SOCATEL, the national telecom operator of CAR. The announcement came this week in Casablanca under the framework of Ambition28, in the presence of the President of the Central African Republic, Prof. Faustin-Archange Touadéra.
The signing of the Memorandum of Understanding marks a turning point not only for SOCATEL but for CAR’s digital future. The agreement lays the foundation for building a national digital hub at the heart of Africa, complete with a new Tier 3 data center and a modern connectivity ecosystem designed to propel the nation into a new era of growth.
With an initial investment of $150 million, the project aims to:“This agreement represents more than just a business deal,” Massimiliano Sicari, VP of Sales and Marketing at Greenline Technologies, said in a statement. “It is about building capacity, creating opportunity, and positioning CAR to lead in Africa’s digital revolution. Together with the Government of CAR, we are laying the groundwork for a connected, competitive, and inclusive future.”
The project comes at a critical time for CAR, which has secured nearly $9 billion in development commitments from the World Bank, IFC, and the European Union, alongside 36 MoUs signed with private sector partners in infrastructure. Greenline’s mandate adds a cornerstone to this ambitious national transformation strategy.
Headquartered in Ohio, USA, Greenline Technologies operates in 11 African countries with a focus on telecom, energy, and cybersecurity infrastructure.
For Greenline, the SOCATEL project aligns not only with its vision of scaling Africa “one project at a time” but also with the U.S. strategic digital transformation agenda for Africa.
“Africa is the world’s fastest-growing frontier, where digital infrastructure is unlocking new markets, driving innovation, and creating impact at scale,” Mr. Max Sicari added. “For investors, this is not only about returns, it is about being part of the continent’s rise.”
The revitalization of SOCATEL signals a bold leap for the Central African Republic toward digital inclusion, economic opportunity, and sustainable growth, setting the stage for the country to become a beacon of digital transformation across Central Africa.
